The US dominates services core to the Internet’s functioning. Companies in US jurisdiction provision more than 50% of the marketshare in these services—a power the US can and does flex. Effectively, a single jurisdiction dominates Internet governance.
If this is what qualifies at cybersecurity/national security thought leadership at Berkeley, then it makes me deeply ashamed to call myself a Berkeley alum.
What does US hegemony mean? Dozens of horrific wars, 70 or so CIA-back coups, the murder, torture, rape, and genocide of entire nations, all so that rapacious American corporations can extract natural resources (and now data) from our de facto colonies.
There is no such thing as a good "hegemon" (which is just a euphemism for empire). Plundering, raping, and murdering is what America stands for--and it appears that's what you and UC Berkeley stand for as well.
